Instructions for Submitting Applications

BCI Application Instructions

  1. Send an email to expunge@slco.org. In the body of the email, add the client's email and state the client is ready to submit an application.
  2. Instruct the client that they will receive an email from Adobe Sign in the next 24 hours for the client to fill out and sign the Application and Third Party Release form using a signature software that they will not be required to download. If they do not receive this email within the next 24 hours, have them email expunge@slco.org. Remind them to check their junk mail.
  3. Tell them they will need to provide a photocopy of their valid government-issued photo ID. This ID needs to be a color copy: they can scan it and send it as an email attachment, or use their smartphone to take a close-up picture of the ID (non-blurry, no light glare) and send as an email attachment. ID examples: passport, state ID card, consulate ID card, or driver license. “Utah Driving Privilege Cards” WILL NOT be accepted by BCI as valid ID. Utah Driving Privilege Cards state on them that they are not to be used as ID.  NOTE:  If you do not have a government-issued ID, visit the state's list of acceptable forms of identification to see "Other acceptable forms of ID".  NOTE: If fingerprints are required, you will be contacted by BCI.
  4. They can email a copy of the ID to Heather Bailey at expunge@slco.org or email Heather to inform they will be mailing in a color copy of their ID to:
