In 1997 and again in 2006 the Salt Lake County Council has placed on the election ballot a request for voters to approve a 10-year General Obligation (G.O.) bond. The bond proceeds were used to fund Zoo, Arts and Parks (ZAP) related recreational facilities throughout the County. In early 2015, the County Council began the process for the third round of funding.
To determine which projects are placed on the ballot the Council established an application process. The Council has appointed a 17 member advisory board comprised of both community members and municipal mayors from around the Salt Lake County.
This advisory board oversees the application process and recommends projects to the Salt Lake County Council for final approval to be included on the November 2016 election ballot. The application process is open to any project that satisfies the qualifications and criteria.
The criteria listed below will be used by the advisory board to filter and score applications. The first section, Qualifications, is criteria that the project application must meet in order to be considered. The second section, Criteria for Prioritization, will be used for the scoring of
project applications. The closer a project aligns with these criteria the higher the project may score. Proposals may also receive preference for having operational and environmental efficiency. Scoring of the projects will take the need assessment as the primary scoring basis.
