Protests
From time to time individuals or companies will feel that they did not get a fair analysis of their bid or offer. To register a complaint with the County, a letter must be given to Contracts and Procurement detailing all of the facts about the complaint. The Division of Contracts and Procurement will act upon only those protests received in writing.
While the protest is being investigated, the order will be placed on hold and the vendor in which the order was placed will be notified to halt any further action. Protests may be referred to the Attorney's Office for review.
By Salt Lake County Ordinance, protest in regard to the specification of a request for bid or proposal will be submitted, in writing, prior to the opening of the bids or proposals. All other protests shall be submitted in writing within five working days after the aggrieved person knows or should have known that it was the County's intent to award the bid or contract.
If the protest is concerning the specification used and if the bids have not been opened at the time the protest is received, all bids will be held unopened and the purchasing agent or his designee will investigate the specifications. If the specifications are found to be non-restrictive, the bids may be opened and the purchase order may be awarded.
