Bid Awards
All bids are evaluated by Contracts and Procurement and by the user agency. The evaluations are made to determine if the bids meet the minimum specifications given in the bid documents. The award is made to the lowest responsive and responsible bidder. Responsiveness relates to compliance with the provisions of the bid, including specification and contractual terms and conditions. Responsibility relates to the ability of a bidder to successfully carry out a proposed contract. Other considerations bearing on determinations of responsibility can be experience, past performance, business and financial capabilities, skills and reliability.
A request for bid (RFB), a request for bid and resulting contract (RFC), a request for proposals (RFP), or any other solicitations may be canceled, or any or all bids or proposals may be rejected, in whole or in part, when it is deemed to be in the best interest of the County.
Deliveries of goods or services are to be made directly to the requesting organization as shown on each purchase order or as spelled out in the written contract.
